P28- This is Monaar-e Esteqlaal (the Minaret of Independence) located east of the Presidential Palace. For purely symbolic reasons, it used to be guarded by armed soldiers in years past, but now it is a neglected monument despite its close proximity to the Ministry of Defense and the Palace.
