Speech read to the Secretary of State of the United States by Mohammad Wali Khan, Special Ambassadore of the Amir of Afghanistan, on July 20, 1921:

To: The Honorable Charles Evans Hughes, Secretary of State for the United States of America

Excellency: I am very happy to have the pleasure of being received by your excellency, which is indeed a memorable and at the same time an historical occasion for the establishment of permanent diplomatic and commercial relations between Afghanistan and the United States of America.

I consider myself very fortunate in having the honor of being the first representative of Afghanistan in Washington, where our two governments will pledge mutual, cordial and friendly relations.

Afghanistan, which is an independent, sovereign entity, has appointed me as Ambassadore Extraordinary to the Government of the United States of America for the purpose of presenting official letters of His Majesty Amir Amanullah Khan, the letter of the Minister of Foreign Affairs of Afghanistan and to express  the desire of Afghanistan for the establishment of diplomatic and commercial relations between our two governments.

Mr. Secretary, permit me to present to your excellency the letter of our Minister of Foreign Affairs and I expect and do hope that your excellency will believe in the friendly feelings of my government and people towards the government and the people of your great Republic.

In conveying my greetings to your excellency, I wish to express at the same time my highest esteem for your government and people.
