The Secretary of State of the United States to the Minister of Foreign Affairs of Afghanistan, July 29,1921:

Excellency: I have had the honor to receive at the hands of G. Mohammad Wali Khan the letter which you did me the honor to address to me.  It gave me pleasure to arrange for G. Mohammad Walid Khan an audience with the President of the United States and he will doubtless make known to you the sorrow with which the Government of the United States learned of the tragic death of His Late Majesty Amir Habibullah Khan, and of the congratulations extended by it to His Majesty Amanullah Khan upon his ascension to the throne of Afghanistan, as well as the information with which he was furnished that the question of the cration of a diplomatic mission and of the appropriate action to that end by the Congress of the United States must be reserved for further consideration.

I thank your excellency for the friendly sentiments of your letter and assure your of my own good wishes for your excellency's welfare and for the happiness and prosperity of the Afghan people.
